What are the requirements for a QSL card?

Just wondering what constitutes as a QSL-able contact. I assume using the digipeater does not, but what else does?

QSL criteria

A QSL is the confirmation of a 2 way exchange of information.

Talking to a crew member on the ISS qualifies for an ISS QSL card from the callsign used on the ISS.
Successfully connecting to the Packet BBS qualifies for an ISS QSL card from RS0ISS.

Talking to another station via the digipeater qualifies for a card from the other station.
Talking to another station via the cross band repeater qualifies for a card from the other station.

A SWL card is available for hearing the crew talk or hearing packet from the ISS.
