Offset for voice

In Region 2 (North America), is it necessary to transmit with an offset of -1.31 to contact the space station?

Odd split

Correct. For ITU regions 2 & 3, you need to transmit on 144.490 up and receive on 145.800 so the offset is -1.31 MHz.
