Problem receiving the ISS on 148.500

I have an AR 109 handheld scanner set to 148.500 with a 2 metre HB9CV antenna but have been unable to pick up any signals from the ISS after listening on many passes. Can anyone advise me on what to do to fix this.

The 145.800 MHz frequency is not used often - scheduled voice contacts, and the occasional SSTV activity. Otherwise, it is silent. The 145.825 MHz frequency is probably more active, but it is for packet and not voice communications. The web site has news on upcoming events, which would use the 145.800 MHz frequency.
